TURTLE COVE P.O.A
BOARD MEETING – February 13, 2007


Meeting called to order at 7:30 p.m. at Turtle Cove Clubhouse. Quorum established.

Attendees:  Don Jernigan, Linda Bernard, Kathy Abood, Emilu Bailes, Rhett Glover, Ray Runge, Amanda Crews, Valorie Mitchell
Arriving Late:  Bobby Mitchell

Approval of Minutes:

Motion: Motion by Linda to approve minutes from January meeting, 2nd Rhett
Vote:  Unanimous approval

Old Business:

*Deadline for the February newsletter was yesterday 2-12-07.  Deadline for March will                                                                       be the 19th.
*Member User Sheets- On 2007 user sheets, members may list spouse, children, parents, & grandchildren.  Single members will still be allowed to list 2 people to their user sheets.
*Propane heater was installed in the Grounds Maintenance Shed
*TCPOA’s 2006 audit is currently under way
*The pending legal case that was to be heard this week has been postponed to an undetermined date.
*Five TC Officers & Directors attended the Weissman, Nowack, Curry, & Wilco seminar that was held on 02/10/2007

New Business:

Treasurer’s Report given by Rosemary Dean.  Operating account $148,284.00  Reserve$249,038.00   Total $397,323.00  $236,603.84 after water capital funds are deducted.
Please note that the balance sheet on page #2 does not balance due to computer problems.
The administrative expense of $3,855.00 is an A&E expense (partially for the cost to cut dead trees)
$356,000 under Administration Income is the revenue expected from Membership Dues, even though the cash has not yet been received.  (Accrual Basis of Accounting)
$1,029.47 has been received to date for the purchase of vehicle decals. This money goes to beaches.  (The BOD had no historical data from which to anticipate this income when preparing the 2007 Budget, therefore, it will appear “over budget” throughout 2007.)

Water Report given by Ray Runge.  The Nuthatch well is complete, however we need 400 feet of pipe.  The cost of the pipe is roughly $3,200.00
Interior/Exterior report given by Valorie Mitchell. There has been a complaint that our playground is not up to code, this will be looked into. 

Golf Report given by Don Jernigan.
Motion:  Motion by Don that the TC Golf Course be closed on Thanksgiving Day & Christmas Day, and will be open the 4th of July, Labor Day, & MLK Day, 2nd Amanda
Vote:  Unanimous approval

Beach Report given by Rosemary Dean and Ray Runge.  A schedule for beach cleanup has been established for the month of March, this information has been posted in the newsletter.  The BOD approved $500 for the repair of the dock on Whippoorwill Beach.

Tennis Report given by Rhett Glover. Tennis has been slow due to the weather, but we continue to hold lessons and play dates on Saturday morning as weather permits.

Dues Increase Committee Report given by Gayle Gray.  An overflow crowd was in attendance at the meeting on 02/11/07.  Proxies will be mailed out soon, and the final vote will be April 1, 2007 at 3:00.  Please be sure to bring your 2007 membership card.

Office Report given by Emilu Bailes.  Carol Norton has given her 2 weeks notice.  TC has already placed ads in the local papers for a replacement. 
TC has hired a new custodian, Richard Smith
Reminder to all liaisons’s that you must sign off on overtime.
Note to property owners – Please treat all TC staff with courtesy & if you come across a staff member that does not treat you with courtesy, contact a Board Member.

A&E Report given by Nancy Fontaine.  Three new builds & no closings.
10 trees on the greenbelt were endangering TC property have been cut and dropped, final cost $3,250.00

Pool Report given by Amanda Crews.  Pool will open Memorial Day weekend.
Ray Runge and Vickie Middleton will be attending pool school on March 19th & 20th.

Restaurant Report given by Linda Bernard.  Valentines Day special will be served tomorrow.
Children under 10 eat for $5.00 off of the buffet with an adult meal purchase.  Children under 3 eat for free from the buffet.
Motion:  Motion by Linda for TC to purchase a meat slicer for the restaurant for the price of $350.00, 2nd Don
Vote:  Passed 6 in favor 1 opposed, 1 abstention

Legal Report given by Kathy Abood.  Legal seminar given by WNCW was very informative.  This seminar was at no cost to TC.  There is a CD in the TC office with the handouts of all topics discussed available to loan to any property owner interested.
Crawford III case has been postponed so that it can be put of Judge Hulane George’s docket.
AARP had offered to hold a driver training course for people ages 55 and older, the cost of the class is $12/person, and checks should be made payable to AARP. 

Entertainment Report given by Kathy Abood.  Entertainment Committee met on 01/20/07.
St. Patrick’s Day celebration will be the day before St. Patrick’s Day; Easter Sunrise Service will be at 7:00 A.M. Easter Sunday.  Sheriff Roper will be conducting the service, and a complimentary breakfast to honor the memory of Richard Oakes, donated by his family, will be served afterwards.
Easter Egg hunt will be later that afternoon.

Security Report given by Arnold Fulgram.  Drug raid on Whippoorwill was a success; we are one step closer to having a drug free community.

Comments From The Floor:

Gary Koprucu – Have we considered streetlights for our main streets?
Response: We would have to check our covenants to see what type of lights, if any, would be allowed.

Gary Koprucu – Concerned about the cost of renting the clubhouse for a small birthday party.
Response:  We will check into rental prices for 2008, but all property owners need to keep in mind that TC still has to pay staff when you rent the facilities.
