Turtle Cove Property Owner’s Association Board of Director’s Meeting
JULY 10, 2007


Attendees: Rhett Glover, Emilu Bailes, Linda Bernard, Ray Runge, Carolyn Patton, Missy Dunagan, Ken Rose, Rosemary Dean, Bobby Mitchell
The meeting was called to order by President, Emilu Bailes at 7:30 pm
The minutes of the May 8, 2007 had been approved by electronic vote in order to post them to the website in a timely manner.
The minutes of the June 2007 Annual Turtle Cove Members meeting will be approved at the June 2008 Property Owner’s meeting.

OLD BUSINESS
  • Newsletter deadline this month is July 16. Next month deadline is the 20th of August.
  • Jack Houseal, Auditor, to meet with the BOD in August to discuss 2006 audit of Turtle Cove financial books.

NEW BUSINESS
New Officers of the Board were elected and committee liaisons selected at the June 25 workshop. Rosemary Dean was selected by the Board to fill the vacancy created by the resignation of Board member Valorie Mitchell.

Income Statement losses and profits were reviewed.
$6000 had been generated from beach decals to date, including daily passes.
Committee Reports
Water
Leaks in water pipes on Raven on 4th of July were repaired
Water usage is 25000 over daily permitted usage currently
Interior & Exterior
Club house painting has been completed
Work still remains to be done to close hole in wall on screen porch for proper ventilation of air conditioning system
Bids are being taken for work on ceiling in men’s room


Golf
New liaison, Ken Rose, met with golf course staff to discuss issues, past history, expectations for future. Meeting with outgoing Golf Liaison on golf budget

Beaches
Bobby thanked Nuthatch dock repair team
New supplier of sand has been procured
Sand delivered to Parrot
Two more loads coming to Pheasant and Whippoorwill.
Contractor hired to care for beaches has had equipment problems causing slow down in care of beaches

Tennis
20 couples in Round Robin last weekend. Another tournament planned for weekend after Labor Day
$100 given back to TC from Labor Day event.
One more child registrant needed for Children’s Tennis Clinic to take place
Budget / Office
New hires in the office were announced.
MOTION: To purchase new computer equipment and software for the office: Server $1999(plus update for $1437), 2 POS registers for $4798, $3147 for 3 computers for a total of $12,016
ACTION: Motion – Linda Barnard
2nd – Rosemary Dean
VOTE: 9 votes in favor
Money will come from Reserves as capital improvement

A&E
Six new homes being built. Three have been sold since last report.
Signs on greenbelts to inform residents of the existence of greenbelt
Looking for dead or dying trees
Covenants says home owners have to take trees down on their property if dead or dying

Community Relations
Ken Rose wants to initiate steps to welcome new TC residents
Will form focus groups from community to discuss community involvement.
Team Georgia Poker Run sill be supported by TC. This event promotes safe boating on Lake Jackson while providing a fun opportunity for participants. Info will be posted in lobby.
We received a thank you note from Vol. fire & Aux for TC support

Pool
Missy Dunagan indicated pool operating well
Will get shatter-proof light bulbs to protect pool lights from breaking accidentally
Restaurant
Compressor went out on cooler. New one purchased.

Legal
Post cards went out to TC residents reminding them that state water restrictions apply to TC residents. TC has used too much water in the past and been sited by the EPD.
County enforcement agent will monitor and site violators in TC.
First offense will have to go to court. Second offense, TC resident’s water will be turned off and a $40 re-connect fee will apply.
Won Crawford Starburst case but have not been able to collect. Filed motion for us to be able to collect, including legal and court fees.
Waiting trial date and availability of particular judge to review case.

Home building in violation of covenants being pursued through our attorneys
Entertainment
Repeating several events from past year and introducing new activities based on member survey result.
Security
July 4th not as many problems as usual since holiday fell mid-week
Nuthatch Beach full. DNR called twice. 7 notices
Need better signage and barriers to prevent parking in areas bathers use area especially at Nuthatch Beach. Board may need to approve such a barricade.
Trash removal is a problem on beaches. Need trashcans.
President Emilu Bailes asked for residents to sign up to participate on two committees forming to address two problems faced by the community:

Raising money to fully fund the financial RESERVES and meet the increasing financial demands of the Association. (This might include the following options: Dues Increase, Recreational Fee Increases (including definition of “family” on Member User Sheets), Mandatory Food Service fees for home owners, Water Service Fee Increases.)
Rental Fees for use of the club multipurpose room. (It has been suggested that our fee structure is too high and that we would have more rental income if the fee for use of the facility were more affordable.)
Comments from the Floor Complaints were made about condition of Pheasant Beach versus Nuthatch Beach. It was noted that Pheasant Beach was never repaved as had been planned. Attendees felt that the beaches not getting attention that other TC amenities get.
When water break occurred realized that we need to have easy access to the emergency phone number to call. It was stated that the number is available on a recorded message at the clubhouse number.
