Turtle Cove Board Meeting

SEPTEMBER 11, 2007



  1. Call to Order 7:30 pm

Emilu Bailes called the meeting to order at 7:30 pm

Board Members present: Emilu Bailes, Rhett Glover, Linda Bernard, Rosemary Dean, Carolyn Patton, Missy Dunagan


Board Members absent: Ken Rose, Bobby Mitchell


  1. Approval of Minutes

The minutes were distributed to the attendees of the Board meeting.

Correction to minutes to indicate Jasper County, not Monticello would pursue those who violate county ordinances to and post personal signs on Stop signs.

  • Reminder: newsletter deadline this month is September 17th. Next month deadline is the 15th of October.

I. Treasurers Report

Operating Funds: $131,248.55

Total Cash Reserves: $394,156.55

Total Cash: $525,405.10


Amount of outstanding dues has been reduced. Next step to take overdue amounts to attorneys for action.


Emilu mentioned auditors report, recommendations and commendation of the Board for controlling expenses in 2006.

II. Committee Reports

i. Water Rosemary Dean reported inspection 9/11 with EPD and we passed. Minor action items including pulling pipe. Final inspection on Nuthatch well was successful. Need power hooked up and it will be on line.

ii. Interior & Exterior Ray Runge resigned his post over Interior & Exterior. No report



iii. Golf Ken Rose absent. Sent word to commend the Ladies on the efficient golf tournament held last weekend.


iv. Beaches Bobby Mitchell absent . No report

v. Tennis Rhett Glover reported. Successful round-robin last weekend. Children’s tennis class starting 9/15 and Adult class starting as well.

vi. Budget Rosemary Dean reported Replacement Schedule for next 20 years will be reviewed and new budget prepared for review.

vii. Office Linda Bernard said new computer equipment and software working well. New chairs will be needed for office soon.


viii. A&E Nancy Fontaine reported no new builds or sales for the past month, numerous empty properties. Need to clean-up debris left behind. Tree cutting a high priority. Green belt violations continue with follow-up action by A & E.

Bids on tree removal from 3 companies for 8 trees. Bid for additional trees solicited. Mr. Bishop’s bid best but he does not qualify until his waiver of rights to worker’s comp claims is approved by our Worker’s Comp company.

Motion by Linda Bernard to have Mr. Bishop do tree work, contingent upon his receiving proper approval by our worker’s comp company, for $1950.

Emilu Bailes explained new process for consistently handling all covenant violations. Sect. 6.03 grants A& E, as extension of Board, power to enforce covenants. The steps in the enforcement process were explained.


ix. Community Relations Ken Rose was absent. Focus group convened to discuss how to welcome new comers to TC. Group will reconvene again end of month to discuss welcome packet and visitation of new comers.

x. Pool Missy Dunagan reported pool still open without life guard with new hours posted on TC website.

xi. Restaurant Rhett Glover working with complaints about restaurant. Restaurant balancing quality and price. Turnover in bar staff due to difficulty in hiring for this position. Rhett continues to seek feedback on restaurant.

xii. Legal Emilu Bailes reported Judge Hulane George ruled on 3 matters concerning TC: Procedural ruling does not change the steps we are pursuing with our attorneys. Settlement demands from plaintiff or further direction from the court will follow.

xiii. Entertainment Carolyn Patton reported on successful NASCAR party and upcoming Bike Rodeo, Halloween parties and DJ schedule

xiii. Security Labor Day was not difficult. Wayne Hayes will be off of work for 60 - 90 days due to illness.


Rosemary Dean: Jasper County Commission action: Seven TC roads will be paved this year and two are under review for next year.


Proposal to State for tax relief for county citizens over age 62.

III. Call to Volunteers - “There are so many sides to all questions that we can see the whole only as we share the views of those who see different sides.”

Volunteers are critical to the success of the Association. There is a Volunteer link on our Home Page, in order to recognize some of the activities and accomplishments of our committees. Upcoming Committee Projects are posted on the site so that more property owners will be aware of them and have an opportunity to join in service for the improvement of the community.

Comments from the Floor

Thomas Meeks, Killdeer resident since August 2006, suggested a boat storage be created on old TC camp ground.


Mr. Meeks thought he had purchased one lot (#31) when he moved into TC but has been billed for RTS and dues for two lots. Former owner of lot #31, Jerry A. Ray, had septic tank installed on adjacent lot (#32) for service of dwelling on lot #31 . Would like to have Board approve consolidation of the two lots. Provided Board with information from Jasper County on the two lots. Dana Brooks was the realtor with Labelle Realty who sold Meeks the lot, affirming that he was purchasing only one lot.


Pool hours clarified for Gary Koprucu.


Date of covenants discussed and new efforts to enforce them regardless of whether they were enforced in the past.




Ray Runge’s replacement was to be discussed by board in executive session.


Information on Certificate of Deposit’s that would be valuable to the Board would be welcomed by Rosemary Dean


Oct 12 -13 JLVFD Golf Course

Sign-up starts Sept. 18th


Sunday Oct. 7 Board meeting with TC members to discuss TC issues.
