Emilu Bailes called the meeting to order at 7:30 pm

    1. Water - Rosemary had no report

    1. Interior & Exterior – No liaison, will assign Liaison in Exec. Session tonight. Repair of Turtle Cove sign at entrance to Club House under investigation. Sign on covenants for entrance is ready to be installed. Main entrance sign needs to be repaired

Golf – Ken received request from Matt Tumlin Jasper Co. High School asking to use TC course for high school golf team. Use our course after 4:00 Tuesday and Thursday’s
Motion to allow the team to use TC golf course by Ken Rose.

Obsolete golf equipment list compiled. Looking at how to sell this equipment.
Ken Rose: Motion for Ken Sanvidge to advertise the equipment in the Jasper County paper and local TC paper for asking price or best offer

Unanimous vote to allow High School golf team to use TC facility. Beaches – bids for dock replacement and repair
Voluntary beach cleanup to start in the spring
Camp ground cleaned up with hope of getting ball field and basketball court hopefully will be in use again.
    1. Tennis – Kids classes complete. Adult classes continuing through winter, weather permitting. Ladies tennis team forming to represent TC.
Rhett Glover getting bids for tennis resurfacing.
    1. Budget – 2008 budget prepared.
    2. Programming error in Admin. Compared to figures for end of year – close to estimations.

    1. Office – new copier with charges to each department for use
Board responsible for insuring financial health of TC over coming years. As property owners association we could have all paid for expenses of TC with Dues increase but residents have voted against increase Dues on two occasions leaving the Board the option to increase user fees In this way those who use the amenities pay the extra money needed to run the Association. Board has taken action to meet financial needs of TC with proposed increases to “Ready to Serve” fee and User Fees (except for Swim) as well.
Discussion of User Fees – Golf, Beaches
Trail fee for Amenity Holders added to Use Fee schedule: $370 and Yearly Rider Fee for Amenity Holder: $150
Cost of decals increase for Amenity Holders discussed
Linda Bernard said to return water reconnect fee back to $40 instead of $50. Board disagreed.

    1. A& E – equipment moved off roads, no new houses, yards cleaned up. Chickens on Meadow Lark.
    2. Community Relations – No report
Pool – Current issue for Swim: EPD may decide to allow us to fill our pool from our private wells even if other pools are not allowed to open due to drought.
    1. Restaurant/Lounge – Holiday parties catered by the restaurant. 66 - 75 families served for Children’s Christmas with Santa.
Successful Christmas and New Year’s parties.
A larger crowd on Wednesday’s and Friday’s in lounge.
Working on menu items and collaborating with Entertainment committee to find reasons to bring people into Restaurant and Lounge.
Legal- Emilu had letter from WNCW indicating that Judge Hugh Lane George ruled on Crawford case allowing Crawford more discovery and depositions. Our attorneys gave them opportunity to do this but Crawford did not follow through. Judge denied Crawford’s request for sanctions vs. TC. Crawford’s legal counsel taking steps to further delay.

Counter claims for unpaid assessments owed by Crawford- Judge ruled in our favor
Foreclose on liens in Crawford suit- Judge ruled against

$27,000 in past due fees collected by WNCW from TC property owners.

    1. Entertainment- Parties planned for 2008 Valentines Dinner, Easter Egg Hunt, Summer Family Event, Halloween Party for Adults and Kids, Christmas Party for Adults and Kids, New Year’s Eve Party

    1. Security- Vandalism at end of last year. Witness to vandals. Arnold called sheriff but witness would not make statement to sheriff. Arnold working with sheriff and family of suspected vandal.

Comments from the floor:
Elizabeth Starn: had been contacted regarding ADP security sign on water side of green belt. Ga. Power owns 30 – 40 feet from water. Objected to tone of letter she received from Board. She has removed sign. Emilu advised that she could have Board hearing. Emilu reiterated that Board will take equal action on all violations and impose fines.

Don Jernigan thanked Board for addressing covenant violations and past due fees.

Security light on right side of entrance drive needs to be repaired to insure proper operation.
